Those who support car taxation argue from strong empirical foundations. Congestion charges in London and Stockholm have demonstrably reduced traffic volumes and emissions in city centres, while generating revenue that funds public transport improvements. When drivers internalise the full social cost of their journeys — including air quality damage and infrastructure wear — pricing mechanisms reflect economic reality more accurately than subsidised private motoring currently does. Critics, however, raise fair concerns about distributional justice. In rural and suburban areas where public transport is sparse or unreliable, car ownership is not a luxury but a practical necessity. A flat tax on fuel or vehicle use would therefore disproportionately burden lower-income households and communities already underserved by transit networks. This is not an abstract concern: fuel duty increases in France directly triggered the Gilets Jaunes protests in 2018, highlighting the political volatility of regressive transport taxation. These tensions can be resolved with careful policy design. Taxing only the highest-emission vehicles, exempting essential commuters with means-tested criteria, and guaranteeing that all revenue is reinvested in public transport would make the policy both effective and equitable.
